IPP Guidebook Released

At long last and just in time for Christmas, the British Columbia Ministry of Agriculture and Lands has released a guidebook that is sure to become the bible for independent power producers in the Province:

Not sure what the point of this guide is when BC Hydro, the only buyer in town for power, decides to scale back its power purchase? Attrition rates are running as hignh as 65%. But this does not prevent BC Hydro in all its wisdom to cut back and leave the IPP in the lurch.

Tens of IPPs have spent millions on the basis that BCH will purchase 5,000 GWh. Now they come out and say that is reduced to 3,000 GWh. One big wind project or Plutonic's Bute project can saturate the call!

Is the province or BC Hydro trying to kill the IPP industry? IPPs have sunk millions, have waited 3 years, and performed on the higher promise. 3,000 GWh is a fraction of the 17,000 GWh offerred in the call.

Or is it that BCH prefers to see Site C destroy the environment?
